国民 (guó mín) refers to the people of a country collectively, often in national-level contexts like economy or education (国民经济, 国民素质). It differs from 公民 (gōng mín), which is a legal term for a citizen with rights and duties, and from 民众 (mín zhòng), which means 'the masses' in contrast to the government.
