国有 (guó yǒu) means 'state-owned' — it describes property or enterprises owned by the government, not by private individuals. It differs from 公共 (gōng gòng 'public'), which refers to something accessible to or shared by the community regardless of ownership, and from 公用 (gōng yòng 'for public use'), which emphasizes that something is used collectively (e.g., public facilities). 国有 is a verb-object compound often used attributively (国有的).
