嘶 (sī) is a literary verb describing harsh, rasping sounds made by animals (especially horses) or by objects in motion (bullets, wind). It can also appear as a morpheme in 嘶哑 (sīyǎ, 'hoarse') describing a rough voice, though that usage is adjectival and not covered by the verb POS here.
