喊冤 is a verb-object compound (离合词) meaning 'to cry out about an injustice' or 'to voice a grievance'. The object 冤 (injustice) can separate from the verb 喊 (shout/cry) when inserting time phrases, measure words, or other elements, e.g., 喊了半天冤 ('shouted grievances for a long time'). You do not put a direct object after 喊冤; instead, use a preposition such as 向 or 对 if needed.
