商议 (shāng yì) means 'to discuss or negotiate formally', often in a business or diplomatic setting. It is more formal than 交谈 (chatting) and 议论 (commenting), and less official than 磋商 (high-level diplomatic talks). 协商 (xié shāng) is a close synonym but emphasizes reaching a consensus through consultation.
