和和气气 is a reduplicated AABB-form adjective meaning 'polite and friendly' or 'harmonious and amiable'. It describes a person's demeanor or the atmosphere of a social interaction — someone who is warm, gentle, and avoids conflict. The reduplication adds emphasis and a vivid, descriptive quality. You can use it with 的 before a noun (和和气气的人) or with 地 as an adverb (和和气气地说话).
