呈送 is a formal verb used when sending documents, reports, or requests upward in a hierarchy — to a superior, a government agency, or a higher authority. It carries a respectful, official tone and is not used for everyday sending between peers. The character 呈 implies 'present respectfully' or 'submit', so 呈送 is stronger than 送 in formality.
