发 (fā) is a broad everyday verb meaning to send, issue, or express. For sending letters or wages, it's the default – use 发出 (fāchū) for formally issuing a signal/order, and 发送 (fāsòng) for transmitting electronically. For expressing feelings, 发 is more general than 表示 (to indicate) or 表达 (to convey).
