Definition
发笑 is a formal or written verb meaning 'to laugh' or 'to burst out laughing'. It is a separable verb (离合词), though in practice it rarely splits — you'll most often see it in the fixed pattern 令人发笑 ('make people laugh') or after 忍不住 ('can't help laughing').
