发奖 is a separable verb (离合词) meaning 'to award prizes' or 'to give out awards'. The verb 发 ('to give out, distribute') and the noun 奖 ('prize, award') can split when you insert a measure word, duration, or modifier between them — for example, 发了一个奖 ('gave out one prize') or 发过两次奖 ('gave out prizes twice').
