发号施令 is a four-character idiom (chengyu) meaning 'to issue orders' — but with a strong negative connotation of bossing people around arbitrarily. The phrase is often used to criticize someone who gives orders without listening to others or without being in a position of legitimate authority. Literally it means 'to issue commands and give orders'.
