Definition
勿施于人 is the second half of the Confucian proverb 己所不欲,勿施于人 (Do not do to others what you do not want done to yourself). It means 'do not impose on others' and is used as a standalone moral injunction or as a predicate. The POS label 'verb' is misleading — it functions as a fixed phrase (成语) that can serve as a clause or sentence, not as a transitive verb taking an object.
