勃勃 is a reduplicative suffix that you attach to a limited set of nouns or adjectives to mean 'bursting with' or 'full of' that quality. It never stands alone — you always use it in a fixed phrase like 生机勃勃 (full of vitality), 兴致勃勃 (in high spirits), or 野心勃勃 (driven by ambition).
