Definition
劳教 is short for 劳动教养 (reeducation through labor), a now-defunct Chinese administrative detention system in place from the 1950s until 2013. It allowed authorities to detain people — without a criminal trial — and force them to work and be 'reeducated'. You'll mainly encounter it in historical or legal texts; the system was officially abolished in 2013.
