动气 is a colloquial separable verb (离合词) meaning 'to get angry' or 'to take offense'. As a separable verb, you can insert particles, complements, or objects between the two syllables: 动了气 ('has become angry'), 动什么气 ('what's there to be angry about'). It's often used with 对 to specify the target: 对他动气 ('get angry at him'). The tone is informal and conversational.
