加刑 is a separable verb (离合词) meaning 'to increase a penalty / to extend a prison term', used in legal contexts. The verb 加 and noun 刑 can split when a duration or object slots between them, e.g. 加了一年刑 ('added one year to the sentence'). You can also use it unsplit: 法官决定加刑。
