劝说 (quàn shuō) means 'to persuade' or 'to advise', focusing on the process of gently urging someone over time. It is less forceful and less certain of success than 说服 (shuō fú 'to convince'), and more formal or deliberate than the simpler, everyday 劝 (quàn 'to try to persuade').
