削弱 (xuē ruò) means 'to weaken, to impair', often when an external factor gradually reduces power, strength, or influence. It differs from 减弱 (jiǎn ruò), which can describe a natural, neutral decline (e.g., wind weakening), and from 损害 (sǔn hài), which emphasizes causing actual harm or damage.
