Definition
分派 means to assign or allocate tasks, duties, or resources to different people or groups, often after a decision is made about who gets what. It can also mean to divide into factions or sects — a more formal, organizational sense. Unlike 分配 (which focuses on distribution of things), 分派 emphasizes the deployment of personnel or the apportionment of responsibilities.
