军官 (jūn guān) means 'military officer' — a person holding a commission in the armed forces. Unlike 军人 (jūn rén), which covers all military personnel including enlisted soldiers, 军官 specifically refers to officers only. It also differs from 官兵 (guān bīng), which is a collective term for officers and soldiers together.
