Definition
兴风作浪 is a four-character idiom (chengyu) that literally means 'to stir up wind and waves.' It is used figuratively to describe someone who deliberately creates trouble, stirs up conflict, or incites chaos, often for personal gain or to destabilize a situation. You would use it critically, much like 'to make waves' or 'to cause trouble' in English.
