公然 (gōngrán) means 'flagrantly, brazenly' — doing something openly that is wrong or defiant, with no attempt to hide it. It carries a strong negative judgment, unlike 当众 (dāngzhòng), which simply means 'in public / in front of others' without any moral coloring.
