全盘 is an attributive adjective meaning 'overall' or 'total'. It can only be placed before a noun to modify it (e.g., 全盘计划 'overall plan'), and cannot be used as a predicate with 是. It is common in formal or abstract contexts such as planning, negation, and strategy.
