入手 has two distinct meanings: (1) 'to start with / approach from an angle', always in the pattern 从…入手; (2) 'to obtain / acquire', often through connections or purchase. For the 'obtain' sense, it is less direct than 买 (mǎi, 'to buy') or 购买 (gòumǎi, 'to purchase') — 入手 implies getting something through effort or a favor, not just a simple transaction. It is also more colloquial than 获得 (huòdé) or 取得 (qǔdé).
