信得过 is a resultative potential complement (V+得+C) structure, literally 'can trust to the point of passing'. It means 'to be trustworthy' or 'to be able to trust (someone or something)', often used as a predicate or attributive. Unlike the verb 信任, 信得过 emphasizes reliability proven through experience. It is a fixed phrase: the negative form is 信不过. You can place the object after it directly, e.g., 我信得过他.
