作者 (zuòzhě) is a general term for the writer of a specific work (book, article, poem). 作家 (zuòjiā) refers to a professional writer or author as a career — someone who makes a living by writing. Use 作者 when talking about who wrote a particular piece; use 作家 when talking about someone's profession or identity as a writer.
