作成 (zuō) is a dialectal verb used primarily in Southern Min / Taiwanese Mandarin to mean 'to help someone achieve an aim' or 'to facilitate'. It is not standard in most other Mandarin regions. The pronunciation zuō (first tone) is a marked variant; the more common reading for 作 is zuò (fourth tone). Use with caution outside of specific regional contexts.
