Definition
付诸 (fù zhū) is a formal, literary verb meaning 'to put into' or 'to submit to'. It cannot be used alone — it must be followed by an abstract noun such as 行动 (action), 实施 (implementation), 东流 (flowing east, i.e. wasted), or 表决 (vote). The structure is always 付诸 + noun, and it carries a written, classical tone. You'll encounter it in news, speeches, and formal writing.
