Definition
亿分之亿 is a fixed expression used to describe an extremely tiny probability or proportion — literally 'one part in a hundred million parts', but often employed rhetorically to mean 'almost impossible'. Despite the mathematical reading that it equals 1, in everyday language it functions like an intensified version of 万一 (one in ten thousand). It is not normally used as a genuine measure word (classifier), but can appear after 的 in a noun phrase describing a chance or ratio.
