二线 literally means 'second line'. In modern Chinese it most often refers to second-tier cities (二线城市) or second-tier brands (二线品牌), as opposed to 一线 (first-tier). It can also mean 'rear line' in military or organizational contexts. The term is used to indicate a secondary or less prominent position.
