也罢 is a fixed expression with two main uses. Used alone at the beginning of a response, it means 'all right, never mind', showing reluctant acceptance or concession. It also appears in the paired pattern A也罢，B也罢 or 不管是A也罢，还是B to mean 'whether A or B', indicating that the result stays the same regardless of the option — similar to 'whether... or...' in English. The second use is more common in written or formal Chinese.
