乏 is a bound form (b.f.) that appears as the second element in compound words. It carries two main meanings: 'to lack' (e.g., 缺乏 quēfá 'to lack') and 'tired, exhausted' (e.g., 疲乏 pífá 'weary, fatigued'). You won't use 乏 alone as a free-standing word — it always attaches to another morpheme.
