东部 (dōng bù) means 'the eastern part' of a region, like the eastern part of a country or city. It is more specific than 东 (dōng), which is a general direction ('east'), and less broad than 东方 (Dōng fāng), which can refer to the Orient as a whole. Its counterpart is 西部 (xī bù) 'western part'.
