不折不扣 (bù zhé-bú kòu) is a set phrase meaning 'a hundred percent, out-and-out' when placed before nouns (e.g., 不折不扣的学者 'a true scholar'), and 'to the letter, exactly' when placed before verbs (e.g., 不折不扣地执行 'execute to the letter').
