一飞冲天 is a chengyu from the Zhuangzi — it describes someone achieving great success or fame all at once, often after a period of obscurity. In modern use it can describe a sudden rise to stardom, a company going public and booming, or a breakthrough. The literal image is 'one flap and you're in the sky' — the opposite of a slow, gradual climb.
